If you want to make it so that you enter the sight you agree to copyright laws, you need a page asking enter because once you read it you're already in the sight, meaning that your saying we have agreed to something we might not have...

As for the other "New Rules"
What if an admin is not online? It is not specified in your post.
If you are non mic you can still hear by being in TS.
No swearing isn't a new rule.
Define spamming - Some things you see as spam (Non useful) Might be different towards others.
Fish has a habit of moving people in TS..
